General Customs Clearance Procedure
Pre‑declaration preparations: Enterprises must familiarize themselves with the laws, regulations, and technical standards applicable to automotive products in the destination country or region.
Export Declaration: Submit an export declaration to Customs through the China International Trade “Single Window,” along with the export license and any required supporting documents.
Arrival and Release of Goods: Upon the goods’ arrival at the customs‑supervised premises, an arrival report shall be submitted. Customs will then, based on risk assessment, either order inspection or authorize release.
Exit Customs Clearance: After the goods are shipped, customs will process the clearance of eligible customs declarations.
Key Qualifications and Materials
Export License: Starting in 2026, all pure electric passenger vehicles will be required to obtain an export license, and hybrid and fuel cell vehicles will also need to obtain licenses in accordance with applicable regulations.
Basic documents: include the commercial invoice, packing list, contract, bill of lading, and the customs brokerage authorization letter, among others.
Dangerous Goods Filing: Vehicles containing lithium batteries must undergo maritime filing and provide a UN 38.3 test report, among other requirements.
Target Market Compliance
EU Market: Requires E‑Mark certification, WVTA whole‑vehicle type approval, and a battery passport (effective from 2027).
U.S. Market: Must comply with DOT safety standards and EPA environmental requirements; customs clearance is handled by the importer.
Enterprise Qualifications: Manufacturing enterprises must complete consignor/consignee registration with Customs and obtain registration as an operator of foreign trade.
